Low CPU and GPU Usage in games (please help)

hey, i have been getting around 30% usage from both CPU and GPU while playing games, therefor giving me very low fps and tons of drops. most games are pretty much unplayable. i have decent to good specs in my opinion so i dont know why this is happening

 

specs:

CPU: i7-6700

GPU: GTX 780-ti 3gb (OC'D)

RAM: 16gb

PSU: 650w (bronze  80+)

 

its def not bottlenecked by anything

 

ive been all over the internet looking for fixes i, i even updates my bios as one source said that might fix it. but nothing. 

i know people who have had this issue for AGES and still havent fixed it and cant play games, i dont want to be one of them as i put a bit of money into my pc (also first build)

GPU is plugged in via HDMI, and cable plugs directly into it instead of mobo.

 

if there is anything else you  guys need to determine whats the problem please say.

 

ive had this issue since yestarday after installing the 780-ti from a r9 380 (yes i ddu'd the amd drivers before installing the new gpu)

 

i have the newest Nvidia drivers: 441.66

Honestly dude your RAM is the issue, yeah you have 16GB of it but at barely over 1000MHz you're bottlenecking hard in speeds. Trust me, speed matters. Your best bet would be to upgrade to a full-kit (you can't mix) of 1600MHz RAM or, if your motherboard supports an XMP, even 2133MHz. Depends on how attached you are to your motherboard, which if you upgrade could get you access to higher speed cheaper DDR4 RAM since your CPU supports that

but it was fine with the previous card i owned, and how does that affect cpu and gpu usage?

If the memory can't deliver data fast enough for your CPU and GPU to process it, neither will see strong usage. I still see that in my system with 1600MHz.

upon some more looking, i looked in the wrong place when i told you the ram speed, ram speed is infact 2133 Mhz DDR4 2x8GB - my bad
