MSI Afterburner fail to apply oc settings on startup

So I did some custom fan curve on my RX 590. save then apply settings then on MSI Afterburner UI I checked "Apply overclocking at system startup" then I restarted my pc to check if my custom fan curve did apply but it doesn't apply at all. I know you can have your oc settings apply without MSI Afterburner open. Is there another setting I need to change to have my fan curve or my oc settings apply on system startup?
