Ghost in the machine

Hello all and happy holidays! quick question. I have observed two times my periferals lights being turn on randomly while at shut down they turn off normally (not flickering after shutdown, I just got in the room and found once my keyboard and the other day my mouse with their LEDs on). I don't know if it is constant as I said I obversed it two times. The pc is in actual shut down not hibernation or any of that win 10 nonsense as I have turn it off. I haven't checked if usb power at shutdown is off from the bios but still what worries me is the random turn on essentially what might cause them to turn on current issues? Something else?

I do, three cats but the room is of limits to them closed Door at all times and  I am sure that no one else pressed any buttons. The periferals turned off normally when the pc shut down
