Low usage in games

Hi

 

I could use some help . In couple of games including rust my usage on my GPU and CPU is very very low . Please see attached image . 

 

I have tried everything and cant get it to use more power . There is other games like GTA V online . Rising storm 2 as well . Could someone please help and explain .

 

Rig is :

 

I7 - 6700

16GB Ram

GTX 1070

B250 Mobo.

750W PSU .

Also playing 1080P

 

Take note changing graphics does not make a difference .

It is on max . Issue is when I get to an area that is very busy then it goes below 60 . Way below 60 .
