0 GPU Usage while playing GTA 5

I get 0 gpu usage while playing, I have already uninstalled and reinstalled multiple times. I have changed my power management to prefer maximum performance and that still has not worked. I have a gtx 1070 ti and an i7 3770k. I get around 50 fps running on all normal settings. My  monitor is plugged into my GPU. My pc runs perfectly fine with other games, gta 5 just doesn’t want to cooperate. Please help thank you.
