Something is causing my pc to have some sort of input lag.
What I have tried to fix it:

*Hard drive reformat

*deleted all partitions during windows reformat

*updated all drivers in device manager

*gone into bios and put everything to default settings 

*changed internet provider/router.

 

Temps are fine and RAM is not going over 53%, RAM speed is 3200MHz. I used RivaTuner to check if the framerate is stable, seems perfect. I have also bought new hardware for my pc which hasn't helped.

 

I had the PC stand without any power supply for about two weeks, which made it go away for some time.

 

I seem to get more responsive gameplay if I use my 60hz monitor vs 144hz/240hz.

In the game CS:GO, I can put in a string of commands in the console and the problem is fixed.
