Which should I get ?

Not really an answerable question.  Get for what?  Are prices comparable?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

yes price comparable 

and purposes are gaming and multimedia
ips, va or tn panel >> does not matter to me

all I need it smooth refresh rate and lower input and response time

If color quality is not a concern there’s no reason to do ips.  Tn is known for poor color reproduction but high response time.
