I've gotten higher frame rates with a 2060. But... I was running a newer system. The 2080 Super is a bit of a bottleneck with a quad core processor, the MOBO you have as well and the RAM speeds are a in comparison to today's tech definitely are slow, but... what does your cooling look like for your CPU?

@TallTechGuyTTG

my CPU Cooler is this one: BloodFreezer 550LC vandkøling til i7 processorer

and i will also try and talk with my local IT guy about why this is happening.

Because i said my system would be fine to run a 2080 super

but maybe later on i should upgrade some other stuff

Games can have a tremendous effect on Frame Rates. I'm sure you already know that though. I don't Play Rise of the Tomb Raider I just use at as a benchmark when I'm having issues, or if there was an update to the drivers for my GPUs because on all max settings it can really tell you a lot by just looking at how the game performs.

To be safe id run DUD to uninstall the driver installed. And install the newest driver from nvidia.

Let us know your results after that.

Yeah, RonnieOP is right. Just based on those games... even though most of your other components are on the older side... you should be getting way more frames. If you are unsure on how to uninstall the drivers here's a youtube video that will show you how to do it...

 This guy does a pretty solid job of explaining it.

Hmm... normally I'd try to recommend other options, but with your other pieces of hardware being more than a few years old... I'm pretty sure that your quad-core CPU just can't handle the full power of a 2080 Super card. However... I know that buying pretty much a whole new system can be really expensive... I would check online on other platforms and the nvidia forums if there was a driver patch today for the 2080 super... however eventually I think that in the near future, making an upgrade to a higher clock and core count chip preferably with 8 cores, or if you aren't streaming on the same pc 6 cores is fine. You don't have to get an i9 9900k (latest) from intel, but the i7-9700k processor would be good or even the 9600k would be good too. either of those paired with the 2080 super you already have should kick some major butt. I really wish I could help find a software fix for you! - But I hope this helps.
