Fortnite Stutter Help

I just recently bought new parts to my PC. Asus Z390-P intel i5 9600k gigabyte 240gb ssd and 1 stick of corsair vengeance lpx ddr4 ram 8gb 3000mhz I'm using my old hdd and psu and gpu  sapphire rx470

When I open fortnite which is the game I really want a lot of frames in startts to stutter when i slightyl move my mouse. It drops fps so fast it freezes until i stop moving my mouse. please tell me how to fix this.
