[Ingame: Mouse cursor not working]

I've been having some trouble with a select games in my steam library and some applications on my computer that i'm not quite sure how to fix. Recently a small number of games have been getting this green outline around the border of the the screen and the mouse once in the actual game "works in the menus", but once actually in game will stop responding pretty much.

 

It started with a steam game called "The Designer's Curse" and it's spread to a few others but all the same thing; green outline and dead mouse cursor when in game. I can show the green outline but can't really show the dead mouse...

I've tried uninstalling the mouse drivers and reinstalling, updating every driver i have, downloaded and installed the dedicated mouse software and changed the polling rates and currently updating the Nvidia graphics but so far nothing has been working.
