What version of Windows do you have and which version of the driver did you attempt to install? I suspect your version of Windows is too old and no longer supported by current drivers.

I tried installing 419.17 win10 64bit international whql from gigabyte site

And Ver 441.20

You might need to use DCH version drivers:

Windows 10 Build 10586 is from November 10, 2015. So I suspect you'd have to update Windows 10 to a newer version. The current version would be build 18363

NVIDIA DCH Display Drivers are supported on Windows 10 x64 April 2018 Update (Version 1803 OS Build 17134) and later versions.

OP's Windows version is from 2015...

Okay ill try dch versions

The problem is not Standard vs DCH. Your Windows version is too old. See my answer from above. The DCH version requires a Windows 10 version from 2018, yours is from 2015. Update Windows.

Try updating Windows too:

Might be a long process, but sit back and let it do its thing. Then go back after everything is done and do the whole DDU process. Then install new drivers.

hit that download and install now for the Feature update to go to Version 1909. But truthfully, you would be better off creating a new USB install and doing a fresh install of windows at this point to ensure you have literally everything covered.

Well, there's probably not going to be a way to get the 1660 Ti to work without at least trying to update to a new version/build of Windows. You might want to try a Motherboard Bios update also, but I would really try getting to a newer version of Windows first, before going that route.

I can think of a few different ways to get the Windows Update working again, but the concept of your brother not wanting Windows update enabled obviously nullifies that option.

The other path you can take to get a new version installed, would be to a do an entire fresh/clean install of Windows 10 (using Windows Media Creation Tool):

  1. Download the latest version of Windows 10 Media Creation Tool from here: Download Windows 10 Media Creation Tool
  2. Run the app and accept the license agreement to proceed next.
  3. Once you see the page "What do you want to do?", tick the option Create installation media (USB flash drive, DVD, or ISO file) for another PC as shown in the screenshot below.
  4. The next page, “Select language, architecture, and edition”, will allow you to choose your language, edition and machine architecture of Windows 10. Media Creation Tool will fill these values from your current operating system, so check them carefully before you proceed. If something doesn't match your preferences, untick the option "Use the recommended options" and change values in the drop down boxes.
  5. Finally, on the page "Choose which media to use", pick the option "ISO file" and click the Next button.
  6. Next, on “Choose which media to use” page, select ISO file and then click the Next button. You will be prompted to choose a directory to save the ISO file. That's it!
  7. Note: The ISO image will come with both Home and Pro editions of Windows 10.

First of course would be to backup all the important files on the computer, and then do the fresh install. You can later go back again and disable the Windows Update, after you are done setting everything up. While this is a long process, it is the only one I can think of that allows you to get the newest version of Windows - since update is borked on your current install.
