I am building a new pc ( wait... now that I say that it seems kinda obvious....well here we are). Anyway . 1080p 240fps and 1440p 144fps games. Mainly csgo , overwatch, my younger brother plays Fortnite on my current pc, battlefield V and some rise of the tomb raider. I also stream and do some *LIGHT* video editing/ photo editing (though not enough I think to warrant a 3700x) .This is clearly enough for those games, and to run what I want to run. I also know I overspent on the motherboard. I already have the psu so no way to change that. Other than that what do you guys recommend? (Strict budget of £1600)

If you want a cheap NVMe then the Intel 660p 1TB is a few quid more.

https://www.techpowerup.com/review/asus-geforce-rtx-2080-super-strix-oc/27.html the 2080 is only 4% worse than the 2080 super, but is a good bit cheaper. Also, B450 boards don't limit the ryzen 3000 CPUs.
