window 10 stutter desktop

my pc micro stuttering for a week every 30sec. I don't  know how it happened. when i use my pc for browsing, autoCAD it stutter. my music don't stutter.

it happend a few times already. a month ago i reinstall win10 because of the stutter. and now it happend again.

i already dit a virus scan and a malware scan

 

my specs.

bootdrive: bootdrive 120gb -90gb in use

hdd 4tb - for file's - health is good

hdd 2tb - for software installs - health is good (1.5tb in use)

 

cpu: i7-6700k not overclock ( average temp 30°C)

gpu: rtx 2070 driver up-to-date

RAM: 2X8gb 2666MHz

OS: win10 up-to-date

 

is there a Solution without reinstalling win10?
