Jerky Framerate Everywhere

Hello! I've been having an issue with my rig recently, that makes it hard to play games, and is really annoying in general. The cursor, and in general everything, seems to move fluidly for about a second, then everything stops, then it continues normally less than a second later. It happens in this pattern specifically, and doesn't stop, though the times do seem to get longer or shorter depending on how much the CPU is doing. Can anyone help?

I'm using Ubuntu 18.04.1 LTS

First, htop is much more useful. Second, tell us what hardware you are running on, preferably attaching lspci output as well.

Here's this, and I'm using a OC'd Ryzen 2200g with 16gb of ram and a GTX 1050 Ti
