GPU suddenly acting weird

Hey guys I've been experiencing weird behavior from my gpu since today.

Let's take Borderlands 3 for exemple, I used to be able to run the game fairly well at 1440p. The built in benchmark would give me a result of 90+ fps with the recommended settings from Hardware Unboxed.

Since today, the same benchmark with the same settings runs at about 35-40 fps with frame times of 30 ms. The GPU usage won't exceed 46%.

I've tried rebooting, doing a clean reinstall of my driver, removing the drive in safe mode with DDU, Unplugging/Reseating my GPU but nothing worked.

I'm at a complete lost. Did anyone ever encounter something similar?
