My Cpu core speed fluctuates like every 3-5 seconds from like 3711.72 MHz all the way to 2543.40 MHz and sometimes all the way to 1753.23 then goes back up in like 2-3 seconds and ever since i upgraded from a gigabyte GA-A320M-S2H motherboard to a gigabyte B450M DS3H motherboard my peformance hasn't been the same, the fps seems to be worse, my cpu is a ryzen 5 2600 i have 2x4gb ram 2666mhz and in the bios i activated the xmp profile but in cpuz it shows 1064.1 dram  frequency how do i bring the ram speed to its said speed

DDR doubles the speed so the the real speed is 2133MHz which is the minimum DDR4 speed, the XMP profile doesn't work?

When a CPU core is idling the clock speed goes down to save power.

You can disable AMD Cool & Quiet to force the CPU to stay at the maximum speed and voltage all the time.
