can we get a model?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

it's nothing special but it's viable at least, although an upgrade would not hurt down the line.

In terms of VR performance, an i5 6500 and the like server quite well, but the other titles your friend aims to play might not appreciate a mere quad core. What kinds of games was he looking at

battle royale games, titanfall 2, doom, tomb raider and maybe assassins creed. would the graphics card need upgrading as well or just the cpu?

A CPU and GPU upgrade would both help a ton. Titanfall and Doom run fine on just four cores, but the newer Tomb Raider games scale well with more threads and Assassin's creed is known for chewing up a ton of CPU cores.

For a budget minded upgrade, grab a used i5 6th gen and a used RX 580 or something. For better CPU performance if your friend wants to get a more solid platform:
