The outer worlds stutter

I just started playing the Outer world but whenever i move my mouse to rotate my character i get unplayable amounts of stuttering dropping from 144fps to 10 fps. i have a I7 8700k all core overclocked to 4.7ghz, an Asus turbo rtx 2080 1910mhz core clock 16300mhz memory clock, and 16gb of ram. no matter what i change for settings whether it be low or ultra the game runs fine until i move my mouse to rotate my character. Any idea whats going on?

I reinstalled my game and it seems to be running fine now.
