rgb header voltage problem

No you cannot.

3-pin RGB should be the addressable RGB header, while the 5-pin is a "regular" RGB header.

 

What make + model motherboard, and make + model fans do you have?

You *MIGHT* be able to use an adapter, or RGB fan control hub.
