Extremely low gpu usage. (pls help!!)

Since 2 weeks i have got a gtx 1060 6gb in my pc combined with a i7 2600 non-k 3.4 Ghz. First i noticed that my fps in gta was very low, about 30-40 fps , then I looked into the task manager and it said that my gpu usage was 2% all the time. So my cpu was at 60% usage and my gpu at 2%. The temps were fine, about 60-68 degrees.
My Rig:

120gb SSD 
500gb HDD

8gb Ram 1333mhz DDR3

corsair cx550

i7 2600 3.4 Ghz

Gtx 1060 6gb

I know that my problem may be bottleneck , but if you know how to fix this problem please help. Thank you.
