Touchscreen issue!

Alright guys.

So I've added a DELL P2418HT to my system.

I'm using it as a third monitor in the setup (the other two are a 4K and an UltraWide 1440p one)

Because it's also a touchscreen, I have it off to my side and close to me so I can reach it and I've been LOVING using the thing.

Now, there's a weird thing happening that I'm pretty sure is just some sort of configuration thing I'm not managing to figure out.

Basically, when I actually use my finger on the screen, if I tap, it will accept the gesture as a click. But when dragging, it ALWAYS scrolls.

So for instance, if I use Snip & Sketch and try to draw on a screenshot, it won't do it. All it does is drag the picture around.

Now, there is this app called TouchMe Gesture Studio that I installed and that's supposed to allow me to set up the gestures, but... Nope.
The system just seems to ignore whatever I set up in there.
I'm sure I'm missing something...
Help?
