Screen brightness extremely off

This is a dell insprion 2020 All in one computer,

 

For some reason the whites are blinding to the point that you can't read or see most of the other colors. Look at task manager in the taskbar, it is literally just a white silhouette. 

When I turn down the brightness the whites are still kind of bad but then I get the exact opposite issue with dark backgrounds. 

 

Has the latest drivers-did not fix

Have messed with intel graphics settings and still have same issue. 

Have even upgraded the CPU (yes it's socketed, this thing is awesome)

I have purchased a new screen and it did not resolve the issue 

 

Maybe it's the internal video cables? I have no idea where to go from here. Where would I even find a video cable to swap out to troubleshoot?

You haven't messed around with "Gamma" or "contrast" in the windows display calibration?

It looks like very high gamma to me.

I haven't messed with it, I think it's hardware because this is a new image of windows and it had the issue before and after.
