HELP AUDIO PROBLEM WINDOWS 10

I built a pc and my audio hasn't been working since installing my graphics card. I bought and installed a new sound card thinking that would work and it did.. kinda. I plug my earbuds into it and hear static when plugging it in which is a good sign but I can't hear any audio. When I turn up my volume I hear a little buzz every 5 or so levels I go up but that's the only audio i hear. I am new to pc building and really would appreciate your guys' help.(these are my specs https://pcpartpicker.com/list/J3sHvn)

Click on your speaker icon on your taskbar and make sure you are selecting the right output device.
