I'm having problems in many games where I get low FPS, while also having low GPU and CPU usage. I have no idea what is bottlenecking my system, and any help would be appreciated.

 

In GTA V Online, I will get 70-80 FPS with 50-60% GPU usage, and ~35% CPU Usage. War Thunder has a 30% GPU usage and ~10% CPU usage, at a constant 70 FPS. Rising Storm 2 sometimes has a very low FPS, at around 40 FPS, with very little CPU and GPU usage. RAM and VRAM has never gotten close to being maxed out. I need to test Battlefield 1 and 5, but Battlefront 2 runs very well, but it usually crashes after a couple of minutes, I just assume that is attributed to driver issues since the card is still new.

 

Specs:

Windows 10 Pro 64-bit version 1903

Ryzen 5 2600 (OC'd to 3.6 GHz)

Radeon 5700 XT (Adrenaline version 19.8.1 drivers) (No OC)

16 GB (2x8GB) Corsair Vengeance LPX 3200MHz DDR4

Asus ROG STRIX B350-F Gaming Motherboard (Latest BIOS, updated this morning)

Samsung 850 EVO 500GB (as boot drive)

WD Blue 2TB and Toshiba 1TB (as additional storage)

Corsair CX750M 750w PSU (about 4 years old at this point, makes buzzing when I scroll up or down, or hover my cursor over a link)

AOC G2590FX 1920x1080p 144Hz monitor

Did you try reinstalling the graphics drivers?

Yes, I have reinstalled drivers using DDU, and I have also reinstalled Windows. Neither really did much but reinstalling Windows did allow my computer to not BSOD as much

Test your CPU with Prime95

then test your RAM with Memtest64.

Tell us if you get any errors or warnings in those tests.
