Slow download

So I recently wanted to download a game on Blizzard and I notice that I was getting really slow download speeds. I also realize that when I downloaded a file on Chrome, I was also downloading at slow speeds. Both Chrome and Blizzard were both downloading at 2MB/s or lower while I get 30MB/s+ when downloading on Origin and steam. I do know that some site limits their speeds for file downloads. However, I noticed that other game installer such as Battle State Game Launcher was also downloading at 2MB/s. I remember a while ago I would be able to download at 30MB/s +.  

My internet speeds is 500 down and 20 up.
