So I have a 2080 and an Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz and I get 120 fps on games like fortnite and I used to have a 1070 and I used to get more fps So can someone tell me if I should change my cpu to an i9 to get more fps? or is there anyway I can get more on games

sounds like a potential driver issue. Did you uninstall with DDU and reinstall?

Definitely not, better GPU does not yield lower FPS, and that won't change if you get an i9.
