I've recently setup my 3700x on my Asrock B450M Steel Legend - I noticed that my idle temps spikes from 40-50-60C at idle (just by moving my cursor around).

After much testing and research; this is my conclusion - PBO requires more than adequate cooling... and it can get "messy" regardless.

 

Here are my before and after temps (disabling PBO) - with CPU manually overclock capped at 4Ghz.

Prior: idle temps hovered 40-50C with occasional 55-60C spikes. up to 70C when gaming (Division 2)

Post: idle temps is now stable at 35C-38C. Stable at 50-55C when playing Division 2).
