CPU Usage in games (fixed)

I'm using an Aero 15-x9 with the i7-8750H inside, and when im playing MHW, i realise that the cpu clock stays at 2.3-2.6ghz all the time which really drops my performance.

If i change speedshift to 1 in throttlestop it'll make my cpu run at 3.9ghz. My speedshift is usually at 128.

Anyone knows how I can make my cpu run at a higher clock or is it just the game.

 

Edit: the new nvidia drivers was causing the issue, rolling back to the previousone fixed it.
