Upgrading my PC

I want to upgrade my PC, specifically my RAM + CPU which means i would also need a new motherboard

Right now i have an i7 4770 and 16gb ddr3 RAM at 1333mhz

 

I want to stream overwatch and with my new 144hz monitor, i can feel the frame drops below 144 and it doesnt let me play as i want to

Sometimes my pc also goes pretty slow and if i check task manager my CPU is regularly at 100%

 

I want to be able to stream with 150+ fps and i feel like my RAM + CPU is the issue at the moment as my GPU is a 6gb 1060

 

What ram + cpu should i upgrade to? I was thinking about a ryzen 5.

Gaming + streaming, school work, general use.

Budget can be anything really, but kinda wanna limit myself to 200-300 GBP
