I recently paired a 2nd gen i3 and HD 7770 together in a pre-built PC, and the CPU severely bottlenecked the video card. I got plenty of frame dips in esports titles because of the weak CPU. The 750 Ti is more powerful than the HD 7770, so it'll be bottlenecked even more. I suggest you upgrade the CPU (to an i7 2600 or i7 3770) along with the GPU.

As for the PSU, buy a Corsair CX450 (2017) and see if the PC functions properly (which it should).

As I said above, replace the PSU in the pre-built with a CX450 and then try using the PC with your 750 Ti. If your motherboard has a PCIe x16 slot, the graphics card will most likely work fine.

The GTX 750 should have worked, it's the same wattage as other listed supported cards on HP site that you linked.  Any video card that is  75 watts or under should work fine on that 300 PSU.

As for upgrading the PSU, lots of prebuilts don't take standard 24 pin power so you will need to confirm that first.

Ryzen 2600 - Sapphire Pulse Vega 56 - Corsair Vengeance LED DDR4 3000 C15 2x8GB - Corsair Force MP500 NVMe PCIe M.2 240GB - 2x Seagate Barracuda 2TB -

AsRock B450 PRO4 - Deepcool Earlkase Case -  Seasonic Foucus+ 650

Doing a quick Google search, it seems like the motherboard is using a standard ATX 24 pin cable for power. (Source)
