High CPU usage from files on desktop

My friend is having serious issues with his desktop. He has been unable to get anything to respond in file explorer as it continues to load then go black and every once in a while display the 8gb of pictures he was attempting to move from his dads phone off one drive. If you have any input it would be greatly appreciated.
