Worst performance problem I've ever seen Crackdown 3

Just installed crackdown 3 and tried to play for the first time. But I literally cannot reasonably play this game. The moment I try to use my mouse to move the camera, performance completely tanks.

Generally, I haven't been playing much on this pc in a while, csgo and dota 2. I currently don't have any issues in those games.

 

But crackdown is literally unplayable even with everything turned down to the absolute lowest.

I'm feeling like maybe my cpu is defective. What are your thoughts?
