Before someone asks, YES, I did read the forum at the top of the page and went through all of those steps.

 

I just built my PC yesterday using the following:

 

CPU:   Ryzen 5 2600

GPU:   XFX Radeon RX580 8GB
MOBO:   ROG Strix B450-F Gaming

RAM:   G.Skill Trident Z RGB (16GB - 2x8 DDR4 3000)

PSU: Corsair CX 650M (650 Watt)

Monitor:   LG 27" HDMI 1920x1080

 

I got everything together properly and the system did not boot or show a display on the monitor. I tried clearing the CMOS, I took the mobo out of the case, onto a non-static surface, and stripped it down to the CPU and one stick of RAM and the GPU (no iGPU) and I still get nothing. One thing to note is that the GPU "clicks" into place with the lever that secures it down, however it does not feel like it is in all the way. I have put a lot of pressure down on it to get it to click  further, but it doesn't seem to go in any further, but it could be hitting the lever that secures it, not allowing it to go further down? I attached a picture of the setup and (as best I could) the PCle slot. 

 

PLEASE HELP! The only thing I can think of it being is either a faulty MOBO, GPU isn't setting right due to clearance issue, or the PSU is incompatible - This model PSU does not show up on the MOBOs qvl, although I don't know how much that matters? The CPU 8-pin connector and the 24-pin connector both fit fine.
