My laptop is Farley old I updated it to windows ten then my cpu started playing up the cpu is a core i5 2410m. what it is doing is it cant use anymore then 34% of the cpu and the clock is only running at 0.78 Ghz, the power plan is on high performance if anyone can help me that would be awesome

You might have SpeedStep enabled.  So you say the Utilization will not go above 34 percent ?  Can you run a stability test like Aida64 which you can get for free and run a stability test to see if it will shoot to 100 percent usage and to see if your Speed goes to 2.3Ghz.  Let us know

I saw speed step on in bios so I turned it off and downloaded heavy load to test the cpu it was running at 100% in the program but when I opened task manager it was still running 34% then I ran intel processer diagnostic tool and that said it was running at 2.3 Ghz but it wasn't.
