New gpu?

I have been wanting a new gpu and then i found a EVGA GTX 780 TI FTW  for 50$ and was deciding if i should get it,i currently have a C2Q Q6600 at 2.63 ghz and my psu is a 450 EVGA  B1,and currently i have a r7 240 will be upgrading to my dads fx 4170 system soon.

Your CPU is can not hang with a 780 Ti … Big bottleneck.  But for 50 bucks is a great deal anyhow plus in the future if you upgrade CPU your frame rates will fly high now that there is no bottleneck and the video card can perform to its fullest.

i seen people running this with a 500w power supply but it says 600w,will my 450 squeeze by if i lower the clock speed on it?

Yes the 450w will work just fine. You will have like 30 to 50 watts just idling doing nothing.
