CPU Throttling to Base Clock

SPECS: Acer Nitro 5 an515-51

12gb RAM, GTX 1050, i7 7300hq

 Problem: I am getting throttled to base clock on battery power, i used throttlestop and that fixed it, but i dont want to run it each time i want to run on battery. Problem is not with bois nor OS. Also, for some reason when i sleep on battery power, and wake on battery power, my cpu is not throttled anymore.
