CPU Capped at 61% Usage

My CPU is capped at 61% when running cinebench or any other process. It is an AMD Ryzen 5 1600x on a b350 gaming pro motherboard from MSI. The processor isn't overheating, none of my power settings in Windows 10 are limiting the usage and the BIOS doesn't have any cpu limiting power settings that I can find. All cores are capped at 61% as well. I can't seem to figure it out. Any suggestions?

Try maybe to raise the minimum usage of the CPU in the Windows Settings.

Nope even when min is at 80% the most it will do is 61% and even then it still idles at 1-3% usage.
