Thermal Throttling

So, I know this is probably a really stupid question, but if my cpu (2700x) gets too hot for safe use, will it slow down so it doesn't get too hot?

The following typically happens:

• Fan speed will go up to maintain boost speeds
• Boost speeds will start to drop until gets to base speeds
• CPU starts to lower clock speeds from base speeds (this is what I consider the thermal throttling condition since base speeds are more or less a guarantee)
• If the CPU continues to increase in temperature, the system may cut power.
