Depends on your definition of good. It's certainly cheap, which might be the best you can get. I'd say it's serviceable. Any optimizations you were hoping to make?

for a $500 dollar budget and is that a good powerline adapter?

Personally, I would exchange the SSD for a 240GB and get higher speed ram, because saving up for a 1TB HDD later is usually quite easy. However, if you don't want to do that, it's a good config.
