Is it being overclocked? Default Radeon settings? Auto overclock/undervolt?

Could be a temperature issue too.. If it's working hard and doesn't stay cool it can artifact. Undervolting can help with this..

Which card is it?

It's not overclocked and no auto and max 80 degrees. It's a reference card

Try undervolting it. What's your airflow in the case like? Vega cards run hot but they don't run well while hot.. You need to keep it cool. Maybe add more fans to the case on top of the undervolt. Create positive air pressure because blower style cards work like exhaust fans and blows air out of the case. Positive pressure will push more air through the card and help keep it cool.

Already tried. I think the seller used it for mining and sold it when it died so I'll try to return it
