My budget is $200 (including amp if needed) and Im looking for very bassy desktop speakers

If more bass is needed purchase a used or cheap 10-12" powered subwoofer these can usually be found quite cheap on craigslist etc

 

Your not going to find super bassy desktop sized speakers until you go up into a 6-8" speaker which will take up alot of space. but these miccas pack a punch and are a perfect size for a desktop. Videos &  music etc are imaged perfectly.

These are amazon canada links so prices should come in within your budget if in USD.  There are also cheaper amplifiers but in my experience spending a bit more will get you alot better longevity and quality.  the mega cheap ones are not worth it...
