The list I have is an Intel i5-8400 6 core or upgrade to the next if I if I should.

 

The motherboard new egg suggested was Gigabyte z390 300 series for 150 but I'll spend 50 more for Wi-Fi.

 

The RAM is 16gb G.skill aegis. 

The GPU is corn nvifia Geforce GTX 650 for 80 but I could go 200 for ti if I should.

 

SSD card 512gb for 85 from WD blue.

 

HDD card for 48$ from WD blue.

 

1tb external hard drive from Seagate with usb 3.0 for 55$.

 

A power supply cool master hyper 212 evo-cpu cooler with 120mm pen fan for 35 but I can get a 70$ one that's rosewill arc-sso arc series 550w gaming.

 

Some thermal plastic and a case for 88

 

OS is windows 10.

 

Now will this all work for what I need it to do such as stream, record, edit, use both elgato and stream labs obs without crashing or having lag issues cause my byte rate to drop from 6mbs to 2mbs.

Any help is welcome

Everything looks good, EXCEPT the motherboard. The Z390 chipset is meant for K processors which you can overclock, yours isn't. So I'd say get a B360 motherboard instead so you don't waste quite a sum of money on the ability to overclock something you can't.
