I don't believe Xeon chips have unlocked multipliers, so the only way you could overclock would be base clock overclocking, which is very unstable on modern platforms.

¯\_(ツ)_/¯

Really? If so, could you explain how Brian from Tech Yes City overclock the X3440? He overclocks a lot of Xeon chips, he can overclock the X3430 & X3440 to 4GHz on P55 board.

Huh, I stand corrected. I think the ASUS board would work better, just because it actually has a heatsink on the VRMs.

baseclock overclocking is not that bad. You just need to know how everything is related to each other. So when you adjust the bclk...then you will know what multipliers/voltages elsewhere to adjust to keep everything copacetic. The last cpu I did a bclk OC on was a AMD Phenom ii x6 1045t. I got it stable to 3.875Ghz, which is pretty good for that chip.

Overclock.net has guides in their forums that are basically tutorials in how to overclock those cpus. GL

I am using a be quiet pure rock slim. It would work for what your doing. just don't expect it to perform wonders, but it will keep your temps within reasonable ranges.

CPU: Ryzen 7 2700x cooled by Pure Rock Slim // RAM: Gskill Flare X 3200mhz CL14 2x16 32GB// GPU: Powercolor Red Devil RX 6650 XT 8GB// Motherboard: ASRock B450m Pro 4 // PSU: Seasonic G550 Gold 80+ // Storage: 4TB pcie nvme game drive, 512 GB m.2 sata3 OS Drive, 4 TB WD Red HDD // Monitor: Samsung S22D300 21.5" 1080p 60Hz, MSI 27" 1080p 144hz Freesync 1ms display // Peripherals:  Logitech fancy shmancy keyboard and moise with rgb and gaminess stuff, very fancy | Kingston HyperX Cloud Core headset

Should I delid the chip? Because Brian has delided all his Xeons before overclocking, and I have no experience in deliding a cpu.

If losing a chip to a mistake is acceptable...then why not. :) Your temps on a budget cooler will be much better. Assuming you use the correct tools and methods and are careful...I think there is a much higher likely hood of doing a successful delid.

What about Corsair H60 (2018)? I think that's good enough, what do you think?

Or Cooler Master Hyper 212 (Non evo), because the Evo version isn't available in my country, will it perform the same as 212 Evo?

Two reasons I would get the air cooler. I googled comparisons of coolers and the hyper 212 seems to cool about as well as the H60 and the 212 also has no liquid or pumps that could cause problems if they fail. So go for the air cooler. I imagine it will also be cheaper!?

Yeahh, okay then I'll get the Hyper 212. Thanks for your help!
