Did you use display driver uninstaller before switching cards? If not, do that now.
 
If it doesn't even have a screen on boot, are you sure the power connectors are hooked up correctly? Reseat the card?

I used DDU to uninstall old drivers, but the screen is just black doesn't say anything light blinks on an off as well

The fans on the card dont spin either and I know the card is in cause it clicked in to place, the computer is on cause my led fans spin and light up

If the fans on the card don't spin you have a couple options for what happened:

 

Card is completely dead, it happens but is extremely rare, that's part of the reason you pay $300 for even mid level graphics cards. Quality control is very expensive. RMA.

 

Power is not supplied correctly to the card. Even if it "snapped" into place, that doesn't mean it was seated perfectly. You should still try pulling it out, maybe wiping the slot and the card connector area with a clean, soft cloth, and putting it back in. Or your power connectors are not connected to the card correctly.


Or- and this is probably most likely, your power supply is not adequate for the 580. EVGA makes a lot of cheap power supplies, which one do you have specifically? 450w is just barely cutting it for a 580 if it's a high quality power supply and assuming you never overclock.

My psu is EVGA 450BT 80+ Bronze 450W

You're cutting it quite close, but that SHOULD be enough.

 

How many fans do you have in the entire computer? Including the CPU fan.

 

How many hard drives and SSDs?

 

Do you have many USB devices connected (keyboards, microphones, mice, phone charging cables, etc)?


Do you have any other PCI or PCIe cards that are connected? Like wifi cards or anything?

 

Do you have another computer you can try the video card in? Preferably one with at least a 500w quality power supply or a 650w+ low quality power supply.
