Need help with computer hardware

I have a Asus Strix Gtx 1080 ti paired with an i5 6400 and 1 stick of 8gb 2133mhz of ram when I’m playing games I get big lag spickes constantly and would like to know what is wrong my cpu or ram as would like to get smoother frame rate and get most out of gpu

I am not an expert but the first thing i would do if playing any newer games would be get more ram (16gb)

core ultra 7 series 2 , 48gb ram , zotac 4090 trinity oc ,z890 strix-e gaming , 7.1 kilpsch rp series , denon srh750 ,lg c3 77 inch , antec c8 curved wood case
