Jumping a server psu?

So my friend r4z is having issues with his dell power edge 1900. The issue is no power to the board. No diagnostic led. No front panel screen led. We tried to jump a server psu but no luck. Then used two power supplies to try and boot the pc. No luck. Any help would be apreciated. Thanks in advance.

Thanks for the reply we have figured out that the board is bad. And so is the psu.
