Very specific gpu usage drops! Please Help !

It came back,one guy told me that my cpu is too old so it slowers gpu and other parts of pc.

This is what he told me,some other guy says that gpu is problem,like the graphic card is defective or something like that.

I honestly dont know,i had older graphics card gt 740 2gb gigabyte oc edition and i hade a lot of lags with her,now with this card i have good fps but this lags are so obvious but they happening all the time i think,in gta 4,gta 5,pubg,far cry 3 even and now in cs go

I think that problem is thermal paste on my cpu,so thermal throttling is happening,i will get new paste and give u answer,did it help or not

btw this paste is old probably few years

The problem is my cpu,he is very old and bad for games...ty all for help...
