Now i fully understand that the reason is because i run a Redeon Card, a 7870 ghz edition, and this forces the processing to be done by my CPU. This is a big problem for me seeing as i have a Phenom II 965 overclocked to 4.0 GHZ so its not the best thing in the world. Now apparently regardless of the CPU it runs much better when its on the card itself. Does anyone know of a custom driver, an application, .ini trick, just something that could be a work around for this? As in, make Physx be processed by my GPU. I truly have no idea if it is at all possible but if so id love to know, Physx on this game is to crazy to pass up.

Nope, and if you can run Physx with AMD gpu, nobody will buy Nvidia card anymore.
