RTMP Live config edit

I am trying to setup an NGINX RTMP server to stream to multiple different sources from OBS, but I would like to set it up so that it starts only pushing to one location and then later during the stream start streaming to a secondary location at the same time. Is it possible to live reload a config for RTMP or setup a second RTMP relay that I can turn on and off?
