Games stuttering need help
I'd start by checking for any processes or programs running that may be interfering- also check to make sure things such as the Windows 10 "Game Mode" are turned off, I've had my computer stutter when that's on.
Additionally, what game are you playing? Some modern games may be loading large assets often enough that a mechanical HDD (the 7200rpm drive you mention) can't keep up- whereas a hybrid drive or SSD would work fine.
Honestly, outside of your stuttering issues I can't recommend you pick up a SSD or at least a hybrid drive enough, you've got a very nice, modern build there but your storage is massively behind the times by comparison, and it would be money well spent.
Edit: Additional note- background windows updates/program updates can cause poor performance on newly set up computers on HDD/Hybrid drives, worth checking to see if that's the cause.
